A phone QR code holds a tel: link with a phone number. Scanning it brings up the dialler with the number ready, so callers do not mistype it.

No. The camera app returns the number, often as tel:+43123456789. It does not start a call.

Which number format should I use?

Use the international form with a plus and the country code, so the number is clear outside one country. The camera app returns the text as printed.

Can a phone QR code be a scam?

A number you do not recognise can be a scam if you call it. This app does not call. Read the number first.
